
As Coluna do Estadão has shown, the eventual regulation of betting shops in municipalities could generate revenues of R$11.6 billion (US$2.05bn) per year for the federal government, according to an estimate by Leme Consultores.
Analome president Camilo Roma de Brito argues that the authorization of municipal betting shops will generate revenue for cities, especially “in times of crisis, with tight budgets.”
Online betting companies began operating legally in Brazil in January of this year, but authorization is only granted by federal and state authorities. Despite this, dozens of municipalities have approved laws to regulate their own lotteries, which has led the discussion to the Supreme Federal Court (STF).
The Solidariedade party filed a lawsuit with the Court and claimed that the Union has exclusive jurisdiction to legislate on lottery systems. On the other hand, the municipalities pointed out that the ban violates the autonomy between the federated entities and contradicts previous decisions by the STF. The rapporteur for the case is Minister Kassio Nunes Marques.

2nd National Congress of Municipal Lotteries of Brazil takes place in June

To reinforce the theses defended by the Association, the 2nd National Congress of Municipal Lotteries of Brazil will take place on June 10 and 11. It will be held in Porto Alegre (RS). The congress will continue the debates initiated during the March of Mayors.
The activities will cover topics such as the regulatory scenario for betting in Brazil, cooperative federalism and its impact on municipal lotteries, and the role of lotteries in promoting sports. The various modalities to be explored and the local opportunities brought by VLTs will also be discussed. The decision-making process of managers when creating a municipal lottery will also be discussed.
The congress will include topics such as payment methods, regulatory challenges, fraud prevention, Responsible Gaming, consumer profile, bidding notices, and prospects for the future of the sector.
